It’s time to build: Economic pillars for change

Montréal, Québec – Today, Mark Carney presented the foundational pillars of his plan to build the strongest economy in the G7. 

“A strong country begins with a strong economy”, said Carney. “Drawing on the resilience of Canadians, we will work every day to grow our economy in a way that benefits everyone and positions Canada for success.”

Getting Canada Back on Track 

The first step to building the strongest economy in the G7 is to ensure that its government, its programs and systems work for each and every Canadian. To get Canada back on track, we will:

  • Supercharge Canada’s housing plan
  • Cap immigration until it can be returned to its sustainable pre-pandemic trend
  • Fundamentally reform government and the tax system with new incentives to build and invest

Reforming Government to Get Things Done

Canadians deserve a results-focused and responsible budget framework to spend less and invest more. We will:

  • Introduce a new fiscal framework to borrow only for future investments and reduce wasteful government spending
  • Leverage AI across government to maximize outcomes and create a highly competitive, productive, and technology-enabled public service

Ensuring All Canadians Get Ahead

To best equip young people, families, and workers for success, a more cross-functional, flexible and generous support system is required. To do so, we will: 

  • Work with provinces and territories to improve access to family doctors, lower wait times, and tackle homelessness and the drug crisis head-on
  • Harness AI to increase productivity across government services, invest in AI infrastructure and incentivise the application of AI across our economy
  • Reskill and retrain workers for the technological revolution
  • Embed meaningful reconciliation and genuine partnership with Indigenous communities throughout our economic policy

Building for Canadians 

Building shared prosperity together will be a core mission of a Mark Carney-led government. To do so, we will: 

  • Build millions of homes, more major projects, nation-building infrastructure, and data centre and intelligence infrastructure
  • Become a clean energy superpower, supporting projects without compromising the environment and while supporting the rights and prosperity of Indigenous peoples
  • Replace the consumer carbon tax with a consumer incentive, and remove the capital gains tax increase

Creating One Canadian Economy

A strong Canada is a united Canada. Mark will refocus our efforts on internal trade, including through measures to: 

  • Immediately convene First Ministers to identify national investment priorities and work together to remove interprovincial trade barriers and licensing obstacles
  • Crack down on anticompetitive and monopolistic practices

Connecting Canada to Reliable Trading Partners 

Canada must diversify and expand its trading relationships, drawing on our vast resources of energy, critical minerals, and human capital to be an essential partner for our allies. We will: 

  • Build new partnerships in Europe, Asia, Latin America, and Africa and form coalitions with like-minded partners
  • Become the most reliable supplier of critical minerals and provide vital diversification from current energy supply chains in Asia
  • Position Canada as a core solution to food insecurity

Making Canada Secure 

We need to secure Canadian sovereignty by strengthening our military, making our communities more resilient, and protecting against increasing threats like climate change and pandemics. A Mark Carney-led government will:

  • Invest in Made-in-Canada defence equipment and dual-use defence infrastructure
  • Be vigilant against foreign interference in our democracy
  • Build up our military capabilities, meet our 2% NATO target by the end of the decade, and modernize NORAD
  • Strengthen our presence in the Arctic with targeted investments in dual-use infrastructure—such as deepwater ports and runways
  • Combat organized crime, strengthen our border, and build domestic resilience against pandemics, trade threats, and wildfires

“Far too many Canadians are feeling like they can’t get ahead: young people face mounting challenges, parents struggle to make ends meet, and wages are stagnating,” Mark said. "Canada must keep its promise of economic security for all, and enable every Canadian to thrive.”
